China started waiving nationwide the 10 percent vehicle purchase tax for a total of 17 new energy passenger car models, including fully-electric and plug-in hybrid cars.

Only six models on the list are available in the market, while 11 are still in the planning stage.

The country has been giving subsidies ranging from 33,250 yuan to 57,000 yuan ($5,410 to 9,280) to buyers of selected new energycars since September 2013.

Here are the 10 new energy car models having lowest manufacturer suggested retail price and are on the favorable policy list:

Lucy Li began playing golf as far back as anyone in her family can remember. But it isn't that far back because she's only 11. Now she has made golfing history, becoming the youngest player ever to qualify for the US Women's Open.
Lucy qualified on Monday by shooting rounds of 74 and 68 on the par-72 Old Course at Half Moon Bay in a sectional qualifier in California, beating second-place qualifier Kathleen Scavo by seven strokes.
"Lucy is very honored to have qualified for the 2014 US Women's Open, and to have the opportunity to compete in this most prestigious national championship." said the Li family in a statement issued by the US Golf Association on Monday. "Her time spent playing in last year's USGA championships, as well as her win at Drive, Chip & Putt, have provided her with many good opportunities that she will consider as she prepares for the US Women's Open."
Lucy beats the previous mark held by fellow American Lexi Thompson, who qualified for the 2007 installment aged 12. But she won't be the youngest to compete at the tournament. That honor is still held by Beverley Klass, who competed in 1967 aged just 10 without having to qualify.
Lucy qualified for the match-play portion of the US Women's Amateur Public Links Championship last year, but lost in the first round. She has also won at the Augusta (Georgia) National Golf Club, site of the famous Masters Tournament, in her age group in the first annual Drive, Chip & Putt Championship in April.
Golf runs in the Li family, which lives in Redwood Shores, California. Lucy's father Warren plays, as does her brother, Luke, who is 19 and attends Princeton University.
At the age of 4, Lucy's parents took her to Jim McLean's golf school in Miami, Florida, located on the Trump National Dural property, where her aunt Tao took care of her.
She qualified for the US Women's Amateur Public Links golf tournament at the age of 10. Lucy is not the youngest player to participate in the US Women's Open; Beverly Klass was 10 when she competed in the event prior to the qualification process in 1967.
"Lucy developed a tremendous dedication, and she has great focus. She is very smart and picks things up easily," said McLean. "Lucy is very bright, and has a good head on her shoulders. She has developed her skills at a nice, even, fast, rate, and she has a nice swift curve."
The US Women's Open starts on June 19, in Pinehurst, North Carolina, one week after the men play in the US Open on the same course.

The Empire State Building is an icon and a must-see for all first-time visitors to New York City, as Xu Lin reports.
The Empire State Building, in New York City, is arguably the most romantic place in the city and it must be absolutely breathtaking to meet one's lover way up on top of it, as Meg Ryan did in the classic movie Sleepless in Seattle, especially on Valentine's Day. And, Jean-Yves Ghazi, director of the building's observatory, says he couldn't agree more. "People propose (marriage) all the time on the deck. When they get a view of the city late at night, the males just naturally pop the question," explains Ghazi, who was in Beijing recently for the China Outbound Travel and Tourism Market.
And, although observatory staff members do not handle wedding ceremonies, Ghazi says he witnessed a small wedding ceremony once, where the couple exchanged vows and kissed each other, with several friends and a photographer on hand.
The Empire State Building has been one of the city's must-see attractions for a long time and has appeared in countless movies. It provides an unparalleled 360-degree view of the city and its environs, both in daylight and at night, with two observation decks on the 86th and 102nd floor.
As a result, it receives more than 4 million visitors from all over the world every year.
Ghazi has been coming to China every year, for five years, to cultivate relations with the Chinese and possible visitors to New York City and has by now partnered with more than 59 Chinese companies in big cities, such as Beijing, Shanghai and Guangzhou.
In fact, he says that his building receives more than 200,000 Chinese visitors annually, and that figure is growing by 20 to 30 percent every year.
He estimates that, as the visa process becomes easier, that growth will be even bigger - perhaps 50 or 60 percent - because many Chinese dream of visiting New York.

At least 245 people were killed in a nightclub fire in southern Brazil on Sunday after a band's pyrotechnics show set the establishment ablaze, local officials said.
Bodies were still being removed from the Kiss nightclub in the southern city of Santa Maria, Major Gerson da Rosa Ferreira, who was leading rescue efforts at the scene for the military police, told Reuters.
The cause of the fire has not yet been confirmed, officials said. The total number of victims is still unclear and there may be hundreds injured, Civil Police and regional government spokesman Marcelo Arigoni told Radio Gaucha.
Arigoni told the radio station a truck carrying 70 bodies had arrived at the Municipal Sports Center, which was being used as an improvised morgue.
Ferreira, the Major, said 159 bodies had been removed, and the death toll was likely to rise above 200. He said the victims died of asphyxiation or from being trampled, and there were as many as 500 people inside the club when the fire broke out.
Luiza Sousa, a civil police official in Santa Maria, said the blaze started when a member of the band or its production team ignited a flare, which then set fire to the ceiling. The fire spread "in seconds", Sousa said.
The fire developed fast and there was only one exit, which caused some trampling as partygoers tried to escape.

Reports said the nightclub, which can hold 2,000 people, was popular among local youths and college students.
Rodrigo Moura, whom the Brazilian newspaper Diario de Santa Maria identified as a security guard at the club, said it was at its maximum capacity of between 1,000 and 2,000, and partygoers were pushing and shoving to escape. Ezekiel Corte Real, 23, was quoted by the paper saying he helped people escape. "I just got out because I'm very strong," he said.
Rio Grande do Sul state Health Secretary Ciro Simoni said respirators from all over the state were being sent to the scene. Santa Maria is some 300 km west of the state capital of Porto Alegre. "A sad Sunday!" tweeted Rio Grande do Sul Governor Tarso Genro. He said "all possible measures" were being taken and that he was on his way to the scene.
Santa Maria is located at the southern tip of Brazil near the borders with Argentina and Uruguay. It is a major university city with a population of around a quarter of a million.

The first regular program about China among international television news networks will be launched by CNN on Wednesday, weeks before the country's once-in-a-decade leadership change.
The new monthly show On China will be hosted by CNN correspondent and anchor Kristie Lu Stout. During each 30-minute show, she will sit down with "business leaders from within China's borders for a round-table discussion about what really drives this world power and economic giant", CNN said in an online article on Tuesday.
"China is a country of dramatic change, political intrigue and dynamic economic growth," said Lu Stout, who has been writing and reporting about China since the late 1990s. "The nation continues to fascinate me. I'm excited to host a regular discussion on current affairs and trends inside China."
The move is an effort to meet the soaring demand for news on China, which has become one of the key players in the international community, analysts said.
Whether the program, which will be shot in Hong Kong, can be neutral toward China and efficient in promoting worldwide understanding about the country remains to be seen, they said.
"The world is watching China more than ever, and our new show delivers in-depth, intelligent insights on its economic, political and cultural drivers," said Mike McCarthy, senior vice-president of CNN International.
"We're proud to be the first international news network to dedicate a regular show to China, enabling viewers within China's borders and around the world to better understand the country and its people."
With the leadership transition after the 18th National Congress of the Communist Party of China starting from Nov 8, the first episode delves into the CPC operation and the personality traits of China's next leader, according to CNN.
Helping to introduce the CPC is Hung Huang, a celebrated Chinese media personality and publisher brought up among China's political elite, Victor Gao, a former official in the Chinese Foreign Ministry and English translator for Deng Xiaoping, and John Pomfret, an award-winning journalist and China commentator.
It is not surprising that top media like CNN want to pay more attention to China, whose moves in the fields of the economy, politics, security and culture have a significant effect on the regional and global situation, said Sun Yingchun, a professor at the Institute of Communication Studies under Communication University of China.
China took up about 10 percent of the world's gross domestic product and contributed more than one-fifth of global growth last year. But the second-largest economy also faces pressure from downward growth amid the global recession, and it is also expected to play a bigger role in international affairs including the Syria conflict and Northeast Asian security.
US media tend to seize the saying power about China before their counterparts, said Xu Qinyuan, a colleague of Sun. "CNN can hardly be an exception."
To give an objective picture of China, the program should get rid of the Western media's traditionally prejudiced opinions toward China, as well as be comprehensive in it's selection of topics and guests, Sun said.
"This is also for the good of the program's vitality and credibility," he added.

Vantone Holdings Co Ltd provided the impetus for Chinese realty moves in 2009 by becoming the first corporate tenant of the new World Trade Center in New York. By current estimates, there are some 10 major Chinese property developers who have made international investments.

Foreign businesses help public transport and power companies clean up their act
China's air pollution has drawn some harsh criticism, but for some it is creating big business opportunities.
AtmosAir Solution of Connecticut is one of those that aim to make profits from helping the Chinese deter air pollution and improve their health.
The company, which designs and manufactures air purification equipment for businesses, recently signed a contract with Shanghai Hangsheng Industry Co Ltd to install clean-air devices into China's transport, including buses, subways, trains and eventually private cars.
Shanghai Hangsheng officials said this will provide clean and fresh air for enclosed moving spaces, as people become increasingly concerned about the environment and their health. Shanghai Hangsheng is one of the leading automotive electronics manufacturers in China's commercial vehicle sector.
"We hope to customize AtmosAir's cutting-edge air purification technology to a more sophisticated automotive level device, to provide healthier air and benefit people who rely on mass public transport daily," says Jin Weihua, Shanghai Hansheng's chairman.
Steve Levine, AtmosAir's president and CEO, adds: "This will not solve China's massive air pollution problem, but it will bring some relief to those Chinese who use mass transit."
Using AtmosAir's bi-polar ion technology and components shipped from the United States, Shanghai Hangsheng will design air purification devices that meet local automotive standards. The devices improve enclosed air conditions by distributing bi-polar ions that resemble the fresh air in high mountains or forests.
They are due to be installed in buses at the end of the year.
"We are working with a large bus maker in China," Jin says. "The first installations will include long-distance coach buses and city buses. We hope to customize these devices for railway carriages in order to meet railway electronic standards."
The agreement, announced on July 30, marks AtmosAir's first foray into China. The initial contract is for three years, and is renewable for another seven years. AtmosAir would not disclose the amount of money it was awarded but says it aims to enter into a long-term partnership with Shanghai Hangsheng.
"We had China on our radar screen for a number of years, mainly because we are quite aware of the issues of air quality there," says Tony Abate, vice-president of operations at AtmosAir. "Due to the growing population, growing number of cars on the roads, and increase in usage of energy, the air quality in China will probably diminish rather than improve."
China's pollution a breath of fresh air for US firms
AtmosAir was introduced to Shanghai Hangsheng through another American company, Green Star International. In December, Levine and Abate travelled to China to meet Shanghai Hangsheng. On return to the US, it took five months and a few phone conversations to finalize the agreement.
Abate, who visited Beijing, Shanghai and Shenzhen during the trip, says he was "a little shocked" by the prevailing fog and air quality. Flying in from New York, their plane had to stop over at Narita airport in Tokyo for 24 hours due to fog in Beijing.
"When the plane departed from Narita the following day, there was still this visibility problem in Beijing. The pilots informed us that if there's no improvement, the plane would have to turn back. Fortunately we did arrive."
Research by Chinese authorities found that 60 percent of the smallest particulate matter in Beijing's air comes from coal burning, car emissions and industrial production, according to Xinhua News Agency. About 80 percent of electricity in China is generated from coal, the main source of air pollution in the country.
Vehicle exhaust, a major source of fine particulate pollution, is a growing problem in Beijing, where the number of cars has risen from 3.5 million in 2008 to 5 million in 2011.
According to the World Bank, 16 of the world's 20 cities with the worst air are in China. A poll conducted by the Pew Research Center before the 2008 Olympic Games found that 74 percent of the Chinese interviewed said they were concerned about air pollution.
Experts use PM2.5 - concentration of particles in the air that are smaller than 2.5 micrometers - to measure urban air pollution. PM2.5 is believed to be hazardous to health because they can easily penetrate lungs and enter the bloodstream.
"There's an overabundance of such particles," Abate says. "They can actually become invisible and turn into a fog - something that people should be concerned about. PM2.5 particles can be breathed into your mouth and lungs. They could cause distress and respiratory problems."
Fuel Tech Inc, another American company, in Illinois, has been helping China clean up its air for about seven years. Its technology focuses on reducing the amount of nitrogen oxide emissions from coal-powered utilities.
China's nitrogen oxide emissions, the main cause of urban smog, have increased 3.8 percent a year for 25 years. At this rate, emissions are projected to double by 2020. Nitrogen oxide is released by power plants, cars and heavy industry.
Since 2005 Fuel Tech has been winning contracts from China's big five power companies - China Huaneng Group, China Guodian Corp, China Power International Development Ltd, China Huadian Corp and China Datang Corp. In 2007 Fuel Tech, which has three offices in the US and one in Italy, set up an office in Beijing.
"We see China as a very large opportunity for our technology," says Vincent Arnone, Fuel Tech's executive vice-president of worldwide operations. "We set up our office there because we believe that the Chinese market was starting to focus more on our technology." Although Fuel Tech came into existence in the 1980s, it only began to offer its current technology in the past 15 years, and has been quite successful with it.
It helps that the company went into the China market early, to establish good relationships with local companies. Today, most of Fuel Tech's foreign business comes from China. About 20 percent of its total revenue comes from its China market.
"The air pollution in Beijing is still extremely bad," Arnone says. "I have been going there once every two months for the past two years. The government wants to ensure that the air quality is being improved. But there's a very long way to go."
The future looks bright for the company because China's 12th Five-Year Plan (2011-15) has specifically focused on reducing pollutants and emissions that include nitrogen oxide.
"What's interesting is that as we try to adapt to the Chinese market, we have been able to localize a great majority of the technology solutions that we sell to China," Arnone says.

Fans of the US men's Olympic basketball team remember Barcelona as a place where in 1992 the "Dream Team" was born and triumphed.
The team has returned to the city, but this time it's for two exhibition games in preparation for the 2012 London Olympic Games.
The US faced Argentina Sunday, July 22, which proved to be a tougher game than what most expected. Donning the same jerseys worn by the 1992 Dream Team, the US looked solid at the beginning of the game, but Argentina put up a fight until the end. Team USA held off the Argentineans in an 86-80 victory.
On Tuesday, the US team will face Spain, which won the silver medal at the 2008 Beijing Olympics.
